This project involves adding a multi-use trail on the west side of Trunk Highway 47 from 61st Avenue to 69th Avenue, conversion to a one-way on the Service Drive, converting the horseshoe on the East Service Drive to a cul-de-sac and turnaround on 66th and 67th Avenue, and constructing a trail on the East Service Drive between Fourmies Avenue and Mississippi Street.

Current Project Update

November 25th:

Last week, the Contractor continued work on the new retaining wall along the west side of University Avenue (over Rice Creek) and worked on the restoration of the disturbed areas in the boulevard.

This week, the Contractor plans to complete the installation of the retaining wall, signage, and remaining restoration work.

Next year, in the spring of 2025, the Contractor will pave the remaining trail segment between Rice Creek Terrace and 69th Ave (Over Rice Creek). Residents are encouraged to contact staff with any requests to review any outstanding construction-related items. The contractor will address any issues or concerns in 2024 and will work on any remaining items in Spring 2025, prior to final completion. Past Project Updates

November 14

This week, the Contractor installed concrete pedestrian ramps, began restoration work on boulevards, and continued work on the new retaining wall along the west side of University Avenue (over Rice Creek). For additional information, please see theofficial emailed notice(PDF, 152KB)(PDF).

October 4

This week, the Contractor mobilized onsite and began construction activities on all four segments of University Avenue Service Road. The contractor set up traffic control, reclamation of the pavement and began removals for the project. Next week, the Contractor will continue with project removals (concrete curb & gutter, bituminous & concrete pavement, drainage structures, etc.), begin tree clearing at Rice Creek and 61st Avenue, and start preparing the areas for the installation of retaining wall (between Satellite Lane to Mississippi Street and near Rice Creek).

September 27

The City’s Contractor, Douglas-Kerr Underground, LLC, is anticipated to start construction activities beginning the week of September 30. Generally, the Contractor will work on all project segments concurrently, however, there may be times when the Contractor focuses on particular project areas.

September 20

The City of Fridley awarded the University Avenue Service Road Traffic Changes Project to Douglas-Kerr Underground, LLC of Mora, MN. We recently scheduled our preconstruction meeting with the contractor for Thursday, September 26. Following the meeting we will have a more formalized project schedule to share. At this time, it is anticipated that the contractor will begin construction in early October.

August 25, 2023

In July, CenterPoint Energy was onsite to start construction for the removal and replacement of their gas main along the west side of University Avenue from Sunrise Drive to Mississippi Street. They have completed the construction of the gas main replacement and are working on the restoration phase of their construction. City staff will be installing signs and barriers onsite to alert drivers of the changes to the one-way in the University Avenue West Service Drive section from Sunrise Drive to Mercury Drive. The City’s project is wrapping up the final details of the design and getting approvals for the project. Construction of the project is anticipated to start in the spring of 2024.

University Avenue East Service Road Closure

The City of Fridley is considering a closure of the University Avenue East Service Road between 66th and 67th Avenues. A Neighborhood Meeting was held Tuesday, August 13. (Official Mailed Public Notice(PDF, 499KB)).

A presentation was given that reviewed the proposed closure and other construction impacts and schedule. If you were unable to attend this meeting and have any questions, please contact Engineering at 763-572-3554. Watch this space for further updates.
