Project Background

In 2012, Anoka County prepared a corridor study for East River Road (CSAH 1) from US Interstate 694 to Trunk Highway 610. As a top priority, the study recommended extending 57th Avenue by constructing a bridge over the BNSF railroad tracks. The study identified that a new bridge in this location would provide long-needed motorist and pedestrian access between University Avenue (TH 47) and East River Road. The project is currently partially-funded and in preliminary scoping/design.

In 2023, the City was allocated $4 million in state General Obligation bond funding through the Local Road Improvement Program for design engineering, permit preparation and utility coordination for the project. Since that time, the City has been working through preliminary scoping and design with the aid of the City’s design engineering consultant for the project, Kimley-Horn. In January 2025, the City was awarded an additional $16 million in capital construction grant funding through the U.S. Department of Transportation’s Reconnecting Communities Pilot Program targeted at improving access to daily needs and reversing the impacts of past transportation infrastructure decisions.
