How to Apply & General Information for All Licenses

All license applications shall be submitted online using the CitizenServe portal. Once the application has been submitted, you will be directed to the payment page.

Each license is subject for review before it may be issued. Payments must be made before the review process may begin.

Animal Licenses

Dangerous Dog

Apply Online for a Dangerous Dog License

Application Requirements

  • Dog Owner Information: Full Name, DOB, Residence Address, Telephone Number, Email Address,
  • Name of Dog, Color/Markings, Breed, Sex
  • Rabies Vaccination Expiration Date
  • Tag Number
  • Microchip (Manufacturer Name and Number)

Beekeeping

Apply Online for a Beekeeping License

General Bee Keeping Information

  • Maximum of two colonies per license
  • Colony area must be located in backyard a minimum of 30 feet from all adjacent property lines
  • Colony shall comply with current zoning and building codes
  • Each colony structure shall have at least two standard 9 5/8 inch depth boxes, ten frame hive body with a maximum of five boxes total, including supers
  • Each colony shall be provided with a convenient source of water located within 10 feet from colony
  • Honey may not be sold from any residential property.

  • $25 Renewal fee - A new license application is required to be filled out each year along with the renewal fee.

If any beekeeper no longer wants to renew a license, the bees and structures are required to be removed from the premises within six months of the effective date.

This license is subject to an inspection prior to issuance. Depending on the scheduling of this inspection, this may prolong the approval process. The City's Code Enforcement Specialist will contact you to schedule the required inspection during the approval process.

Once the license has been approved, you will receive the license certificate via email.

Chickens and Ducks

Apply Online for a Chicken/Duck License

General Poultry Keeping Information

  • Residents on properties zoned R-1, Single Family Residential may be permitted to keep and raise poultry (chickens and ducks) as a hobby with a license
  • Maximum of six animals are allowed
  • Roosters and loud clucking hens are prohibited
  • Chickens and ducks shall be secured inside of a shelter from sunset to sunrise each day to prevent nuisance noise and attraction of predators

Coop and Run

  • Coop and run area must be located in the backyard and must be located a minimum of thirty (30) feet from all adjacent property lines
  • Coop and covered run shall be limited to no more than sixty (60) square feet and maximum height of six (6) feet
  • Coop size shall not be less than three (3) square feet per bird, be weather proof and fully enclosed
  • The coop shall comply with current zoning and building codes. The coop shall be constructed architecturally appropriate building materials including exterior grade siding and either a metal, composite or shingled roof. In the alternative, coop may be purchased from a commercial source that constructs structures specifically to be used as coops for chickens
  • The run shall have a fence around the enclosure and shall be securely constructed with mesh type material
  • The run shall have protective overhead netting or fencing to prevent chickens from roaming freely and to protect them from other animals

If the keeping of chickens has been discontinued for more than 12 months, the licensee must remove the coop and run and restore the site within five (5) business days.

Lifetime Dog License

The City of Fridley requires all dogs over the age of six months be licensed and vaccinated against rabies. We do not require cats to be licensed.

By applying for a license, the owner acknowledges that it is their responsibility to keep the dog’s rabies vaccination current once the license is issued. Fridley dog licenses are issued for the lifetime of the dog, or until its ownership is transferred within Fridley. The license fee is $25.

Note: If you are moving into Fridley and would like your dog tag mailed to a different address, please provide your current address within your contact information. The license application must be applied under the new (Fridley) address you are moving to.

Approval Process

Livestock

Any person keeping, raising, feeding or caring for horses, cattle, goats, sheep or swine shall provide no less than one (1) acre of open, unused land for each animal.

Multiple Pet

A lifetime dog license is required for all dogs over the age of six months. Please apply for each lifetime dog license prior to applying for the multiple pet license, if you haven't done so already. You will be required to provide the tag number for each dog. A multiple pet license is for owners who have four or more pets.

'49ers Days Parade Street Vendor License

A license is required for food trucks who will be onsite for '49er Days events. An application can be completed online in our CitizenServe Portal. Please select Food Truck License from the dropdown menu.

Fee

There is no fee for this license. Please do not enter payment information during the submission process.

'49er Days Festival Solicitor License

This license is for vendors who plan to sell items at the '49er Days Festival on June 14 at Commons Park.

Christmas Tree Sales

Chapter 21 - Christmas Trees

Application Requirements

  • $100 Deposit (refundable upon final inspection required by Fire Department)

Approval Process

Once the application has been submitted with all of the required documents and payment has been made, the approval process may begin. It may take up to 3 weeks (15 business days).

This license is subject to two (2) inspections by the Fire Marshall. The first inspection will be done during the approval process. The second inspection will be completed after event date and before January 5th of the year following, to ensure the site has been properly cleaned and cleared. Once the second inspection has passed the deposit of $100 shall be returned to the applicant (please allow up to 30 business days for the refund to be process).

Food Truck License

Beginning in August 2023, the City of Fridley (City) will issue Mobile Food Unit licenses to food trucks and ice cream trucks operating within the City. These licenses are required in addition to an Anoka County license. Mobile Food Units are regulated under Fridley City Code.

List of Licensed Mobile Food Trucks

To find currently licensed mobile food trucks, visit the CitizenServe portal and select Mobile Food Unit from the dropdown to view the list. You will need to click the "submit" button to generate the list.

Please note: As of early August 2023, there are not yet any active Mobile Food Unit licenses in the City, so the report may not return a result.

Food Truck and Ice Cream Truck Licenses

Food Trucks can operate:

  • At a private event occurring at a city or county park, with a valid park rental permit
  • At a City event, with consent of the City
  • At a school event, with consent of the school
  • At a private event on private property
  • Between the hours of 7 a.m. and 10 p.m.

Ice cream trucks can operate:

  • Along public roads, on a route approved at least 10 days in advance of operations
  • Between the hours of 10 a.m. and 8 p.m.
  • Ice cream trucks may not operate within one block of a School Zone

Instructions for Applying for a License

All licenses are administered through our online portal. You can apply through our online portal. You can apply via the CitizenServe website.

All Mobile Food Unit licenses expire on April 30. Licenses issued mid-year are not pro-rated. You will receive a notification when it is time to renew your license.

Fees and Inspections

Food trucks:

  • $50 license
  • $100 fire inspection, if appliances will be used to heat food

Ice cream trucks:

  • $75 license
  • No inspection required

Approval

Licenses are issued administratively once all required documents have been submitted. Please allow two weeks for your license to be processed.

Parade License

Guidelines

  • Once parade route has been approved, please provide detailed traffic control plan with application showing the location and type of traffic control signs.
  • Authorized traffic control agents or police personnel must be provided at all intersections requiring traffic control.
  • Barricades, signs and delineation equipment must be installed and removed as directed by either the Public Works or Police Department. The City does not rent equipment. There are a number of local private firms which do rent the equipment.
  • Volunteers must be provided to monitor barricades at all intersections not requiring traffic control personnel.
  • Residents and property owners abutting the event route must be notified by leaflet at least 48 hours before the event

Apply Online for a Temporary Outdoor Display License

Application Requirements

  • Business Name, Address, Phone Number and Email address
  • Start and End date
  • Have you conducted an outdoor sale previously this year? If yes, provide start date of previous outdoor sale
  • Will there be a tent? If yes, upload document showing the fire rating of the tent and all the exists
  • Are you part of a shopping center/multi-tenant development? If yes, a maximum of six events are permitted per year for multi-tenant centers
  • List of types of items to be sold or given away
  • Will there be a sign for this event? If yes, a temporary sign permit is required
  • Site plan (showing the size and location of display on the property). The plan must also show how pedestrian and vehicular traffic will be managed. The display must not be located in any landscaped area or in the boulevard.

  • Federal Tax ID Number
  • State Tax ID Number
  • Number of employees
  • Number of vehicles used for tree service - Make, Model, Year, and License number is required for each vehicle
  • Applicant registered with Minnesota Department of Agriculture Tree Registry? If no, explain why.
  • Contact information of where logs and brush from the city's trees you have worked have been disposed of
  • ISA certified arborist on staff? If no, explain why.
  • Certified tree inspector on staff? If no, explain why.
  • Chemical pesticide licensed staff member? If no, explain why.
  • If yes to any of the questions above, a copy of each license/certificate will be required
  • Copy of current General Liability Insurance
  • SP:C1 Form(PDF, 377KB)
  • Background Consent Form(PDF, 755KB)
